Professional Experience
Don is presently the owner of Florida Constructions and Scheduling Consultants, LLC, a Central Florida-based provider of expert witness and advisory services to the construction industry. His claims avoidance and resolution work includes the identification and evaluation of design and construction problems and their cause/effect relationship on cost and schedule overruns, oral and written presentation of findings, mediation and litigation support and expert witness testimony.
Don is also responsible for providing consulting, expert and advisory services related to CPM planning and scheduling. These services include third-party construction planning, schedule development, and schedule audits/review. As a planning and scheduling consultant, Don has been involved in projects ranging up to $1 billion in value.
Don previously served (10+ years) as a Sr. Consultant in the construction claims practice of two national consulting firms. Within these firms he participated in the analysis of numerous, high-profile construction claims throughout North America. Don also served (10+ years) as a Project Manager & Branch Manager for a national consulting firm specializing in construction and program management services for military facilities under the Base Realignment and Closure Process (BRAC) program and the Air Force Center for Environmental Excellence (AFCEE) program.
Don has provided consulting, design and program management services to local school districts, telecommunications utilities, property management firms, and state and local government agencies throughout the United States. He has served as a Deputy Program Manager and a Project Manager on numerous remediation and construction contracts with the U.S. Navy, U.S. Air Force, U.S. Army Corps of Engineers, Veteran’s Administration, and General Services Administration. As an Owner’s Representative, Don has overseen large environmental remediation & industrial renovation projects throughout North America and Puerto Rico. Don started his career as a Resident Project Representative for a multi-disciplined consulting engineering firm performing field inspections and testing of construction materials, facility inspections for hazardous building materials, indoor air quality investigations, sampling for soil and groundwater contamination, geotechnical investigations, industrial hygiene monitoring and Phase I and II environmental site assessments.
